Create a transmittal by going into Info Exchange activity or Transmittals activity Center.  After you select Create the Options dialog will open.  Select the Edit button to change the Notifications and Reminders

Then Edit the settings as needed.  The reminder settings will remain as your default, your Expiration date will always default back to the Project Default Setting.
